Full or Empty?

Question. Are old liquor bottles worth more empty than they are full?

I found a box of around 60 old miniature liquor bottles that are still sealed with the tax stamps.

Antique shops won't though them because they don't have a liquor license and I can't ship them due to postal regulations.

I really dont want to dump the contents that seems to be a rarity and hold value to a collector of full bottles like these.

I personally don't have any desire to keep them but they would make a great display and conversation piece somewhere.

How would I go about putting these out for sale without having to worry about dealing with any laws or rules against doing so?
