Armstrong "Federal Law Forbids" bottle

New to bottle sleuthing. Have a 1 pint, amber liquor bottle. Marks: "Federal Law Forbids Sale (one side at top), "Or re-Use Of This Bottle" (other side at top); "One Pint"; Bottom: "3 D 2 (A) 12-51" with ".17" underneath.
So far, I think it's Armstrong, shows Liquor permit No. 12, believe it's 1951, mold #17... any thoughts on what " 3 D 2" might be? Some type of production line identifier?

  • Short answer is yes, many of these markings were created for manufacturing purposes, not for collectors :-(
