Can any one tell me anything about this glass?

I found this in my late sisters things. I am not sure if it is a novelty item or actually just what it is. It had a tail, almost like you could hang it up..but also has feet. It has swirls in the glass which you can feel from the out side of the glass. There are some bubbles in the glass, more like manufacturing flaws, not bubbles which are suppose to be there.

Not much more than it is modern...
