can anyone tell me what this is?

It is *possible* that this is an insulator used in electric fences.
What is the diameter?
Notice the photo below - insulators like this have long been replaced with plastic. Seems like I have seen single rings in plastic at least

Thank you for your prompt response.The outside diameter is 1 3/4" and inside diameter is 3/4".Thanks again
