sounds like an owens/Illinios bottle.if the number 3 is to the left of the makers mark it appears that the bottle was made in Huntington, West Virginia the factory was opened in 1930 and is still in operation today. However without a photo of the bottom of the bottle that is just a Guess. I sold a few similar to this a couple weeks ago. One went for 13.05(with stopper) and the other went for .99.
