How to keep the cork in an old bottle from drying out?

I have a bottle of 'Special Brand' whisky from the last lot of 'Rommel Liquor'(#896)sold at auction on May 7th, 1979 in Frankfurt. Because of the scarcity of materials during World War II, the whisky was placed in wine bottles. I had been storing the bottle on an angle to keep the cork moist. However, on recent inspection it appears the contents have been slowly escaping. I want to preserve the contents that are remaining. How can I keep the cork moist without losing anymore of the contents?

Seems like some plastic secured with a rubber band or two over the top is an easy enough solution and it does not harm the bottle at all...

I have done this to secure bottles with contents when shipping..
