This is a modern piece - it is unclear from the photos as to whether the decoration is applied or this was molded as part of the glass blowing process.
OK I will post more pictures, but it looks to me to be to have been molded after the glass bottle was made. If you look at the 3rd picture you can see the blue glass through the neck. Do you have an idea where it may have been made? I have never seen one like it.
