I have a pretty good working knowledge of antique paperweights but do not consider myself to be an expert.  I can say this weight exhibits quality workmanship and is quite attractive.
I will presume the piece to be modern.  The value rests either on a general value for a quality contemporary weight (not a whole lot) or the value of pieces made by a particular maker.  The name is not ringing a bell - it would be important to find out if works by this maker are of specific value, but first you will need to decipher the signature. A bit more detective work is in order.  Sorry I cannot be of more help.
