cobalt Decanter with Ocean waves and seashell stopper

Hello, I was hoping someone could Identify the maker of this antique decanter . It measures 10 1/2" to top of stopper and wide 4 1/2 " base. It seems well made and there are two seams that go to the bottom of the neck. It is in top notch condition except there is a white hard water film in side. I can feel ridges from the form inside so I assume this to be a blown molded decanter. If Anyone could tell me a value That would be great .as I will like to sell .Thank you.

    You are right, it appears to be mold blown - in a four piece mold.

    This is a modern bottle which is likely a decorative piece (as opposed to a product bottle) which has minor decorative value.
