Whiskey Bottle Federal Law Forbids Sale or re-use of this bottle - Clipper type Ship on it

I am looking for info on this bottle. Wondering what was the liquor /where did it come from/when this bottle originated. cool looking bottle, nice shape

    I have associated the D-9 marking with Old Quaker Whiskey, Schenley's Whiskey and Golden Wedding, Likely this was another brand made by the same company (D-9 is the distiller # assigned to a particular company)

    The only way to track this down is by searching for a labeled example - I have spent a bunch of time examining bottles marked "Federal Law Forbids..." on eBay.

    I do not believe this is a Cutty Sark bottle simply because the ship is quite different...
