Amber Glass Locomotive Engine Decanter with Clown head stopper?

I am hoping someone can give me more information about this piece. I've seen another one on ebay, but it had a plain stopper, not this goofy clown head.

Regarding the stopper, perhaps the other that you saw had an incorrect one - yours certainly seems to fit this bottle.

I have no idea about this, but suspect is is fairly modern. Avon, perhaps?
