The Union veterans of the Civil War, the Grand Army of the Republic, held reunions for decades after the war was over; many of those encampments were held at Gettysburg national cemetery in PA. I think you have a souvenir of one of those encampments. I do not see anything special that would preclude this having been made in the U.S. and the form suggests use on the sideboy, containing wine or bitters or something alcoholic, or on the man's dresser, containing hair tonic or aftershave (like witchhazel).
