Short of having a chemical analysis done on the tablets, not sure you will know what they contain or who made by.
If there are any markings on the base of the vials, it may help identify the maker of the containers.
They appear from the best that I can tell to be machine-made (mold seam continues to the top edge of the opening) Therefore likely mid 20th century in age.
