I know this post is old, but I wanted to clarify, since research led me to this page, and I love to help teach.
This bottle was made in 1953, not post-1967.
The mark is the Owens-Illinois Glass Co, the "20" to the left of the markers mark is the factory code, which in this case is Oakland, CA. the "53" to the right is the date code, indicating this was produced in 1953.
This is one of the few companies that is Very specific with its codes and is very easy to date.
It is interesting that it only states Refilling Prohibited, but that is likely as this was Wine and not harder Liquor. But that's just conjecture on my part.
