I find just one decanter like yours on eBay in their completed auctions - it failed to get even one bid at $3.00

It may in fact be scarce or rare but unlikely. Consider that this was a machine-made bottle of the mid 20th century so likely a considerable number were produced.
One sees the word "rare" tossed around quite a bit to describe much older 19th century bottles but in actuality rare bottles are relatively rare
