This is generically known as "Goofus glass" from the late 19th / early 20th century. It originally had a painted finish.
Goofus glass was mass-produced in large quantities and often used as give-away items at carnivals, fairs, etc. Later came Carnival glass with its luminescent, more durable glass finish.
