It is probably enough to say that there are a huge number of ink bottle and inkwell molds. William Covill's book documents nearly 2000 and it is by no means comprehensive. His book has a chapter devoted to inks with offset necks and also odd shapes, but an exact match is not among those listed.
Yours is late 19th century and has a pen rest.
It has some value but not a whole heck of a lot - it could be cleaned but given the extent of the etching, it is not going to come out like new. If it were me, I would leave it as it is.
