Ball bottle with stars

I found a bottle in Maine with the Prohibition warning Federal Law Forbids Sale or Re-Use of this bottle on it, it has stars around the glass, it is clear and has the Ball insignia on the bottom. The distiller number is 23 (I think Hiram Walker) and then below the D23 is 73-40 and is a 1 quart bottle. Can anyone give me more information of the original contents and possible date?

I maintain a list of D-xxx and R-xxx numbers that I find on labeled examples, and yes, I have found the D-23 mark on a Hiram Walker product bottle.

I can say that I have found a few examples of different products using the same D or R value. Makes sense to me since these values are likely related to the manufacturer rather than the product.
